The cost of the current weekly system of refuse collection allowing up to two bags per household is made up of two elements:
1 The collection which is undertaken at a fixed price by a Parish contracted collector
2 The cost of disposal at Mont Cuet landfill site, by the Public Services Department,
on tonnage basis.
The total charges are recouped by the Parish on a calculated charge on TRP.
The Parish is obliged by law (Parochial Taxation(Amendment) Law, 2008) to recover these costs via a charge on TRP.
At present there is no means of recovering refuse costs by alternative methods such as charges per capita or a charge on volume or weight collected. However, the States of Guernsey are in the process of developing an island-wide strategy which may result in changes to the current charging system.
As a Parish, Castel Douzaine actively encourages waste reduction, re-use and recycling.
However, it should be understood that recycling programmes in Guernsey also incur costs. Indeed, the cost charges that the parish incurs in the disposal of waste includes a portion to subsidise waste recycling activities.
At the recent Parish meeting our current contractor, Mr Steve Wilson, was successful with his tender for the collection of household refuse and recyclables, so will continue from January 1st 2017.

COLLECTION OF HOUSEHOLD REFUSE
Tenders are invited either collectively or individually for
1. The collection of household refuse for a period of 2 years commencing on January 1st 2017
2. The collection of recyclables for a period of 1 year commencing on January 1st 2017 (with an option to extend for a further year).
Tenders (in writing) must be received by the Constables no later than 9am Monday 17 October 2016
Tender specifications can be obtained from the Douzaine Office at Rue De La Perruque Castel
The tenders will be submitted for consideration by the Ratepayers at a Parish meeting on Wednesday 2 November 2016 and the successful tenderer may not necessarily be the lowest.
