The Rector and Churchwardens of the Castel Parish invite the Electors and Ratepayers thereof to meet at The Cobo Community Centre, Le Guet on Wednesday 29th March 2017 at 7.00 pm to transact the following business:

1. To pass the Trésor Account for 2016, which has been duly audited, before the Very Reverend T.R. Barker, Dean of Guernsey,
or his delegate.
2. To approve the Churchwardens’ Parochial accounts for 2016, which have been duly audited.
3. To appoint Auditors for the year 2017 Churchwardens’ Accounts.
4. To decide whether they are in favour of voting the following amounts to be levied by means of Owner’s Rate for the current
year:

Ecclesiastical needs

Ordinary repairs to the Parish Church 2,000.00
Extra-Ordinary repairs to the Parish Church - Quinquennial survey 2,500.00
Ordinary repairs to the Rectory 1,600.00
Insurance of the Parish Church and Rectory 7,600.00
Half the cost of cleaning the Parish Church 400.00
Tax on Real Property, Rectory and Lands belonging to the cure 837.10
Repair and upkeep of the Parish Church clock 253.00
Upkeep of the Parish Church Bells and remuneration of bell ringers on Public occasions 60.00
Audit fees 370.00
Publishing publications 996.00
Total 16,616.10

5. To decide the hour at which Ecclesiastical Parish meetings shall be held in 2018.
6. To request the Constables to apply to the Royal Court for a Remede to levy the aforesaid sums.

The Constables and Douzaine of the Castel Parish invite the Electors and Ratepayers thereof to meet at the Cobo Community Centre, Le Guet on Wednesday 29 March 2017 at the conclusion of the meeting convened by the Rector and Churchwardens which commences at 7.00 p.m. to transact the following business:

1. To pass the Parochial Cemetery Accounts for 2016, which have been duly audited.
2. To pass the Constables’ Accounts for 2016, which have been duly audited.
3. To receive a presentation on the re-development of the Douzaine building.
4. To decide whether they are in favour of voting the following amounts to be levied by means of Owner’s Rate for the current year:

Ordinary upkeep of the Parochial cemeteries 62,350.00
Cost of publishing parochial notices and Parish magazine 7,000.00
Parochial Administration, viz: staff salaries, office expenses including, printing, stationery,
IT equipment, postage, audit, rent, Insurance, legal and sundry other parochial expenses 98,000.00
Repair and maintenance of the Douzaine building 3,000.00
Street Lighting 4,300.00
Public needs to be approved by the Parish, viz:
i. Upkeep of Fairfield, Parish land, Street Furniture, Allotments, Troughs, Floral displays, Penstocks
27,000.00
ii. Douzaine Building extension, 2nd stage payment (in accordance with the deliberation of the
November 2015 Parish meeting)
150,000.00
iii. Grants to Schools for books 7,000.00
Cadastre Expenses (contribution to States Cadastre) 6,000.00
Less income received -12,200.00
Total 352,450.00

5. To decide whether they are in favour of voting the sum of £421,000.00 to be levied on domestic property owners in the Parish by means of Refuse Rate for the collection and disposal of household refuse for the current year.
6. (a) To request the Constables to apply to the Royal Court for a Remede to levy the aforesaid sums.
(b) To approve that the said Owner’s Rate, together with that approved at the Meeting convened by the Rector and Churchwardens and the Refuse Rate shall be levied by applying the relative factors to the TRP unit value of the relevant Cadastre categories as approved at the Ratepayers Meeting of 29th April 2009 (details of which are displayed at the Douzaine Room).
